What are the Provincial Nominee Programs?

Canadian provinces and territories select individuals who are interested in settling in a specific province under the Provincial Nominee Programs (PNP). This also includes individuals who can contribute to the economic development of that province or territory. Most of Canada’s provinces and territories participate in the PNP, offering pathways for skilled workers, business people, students, and others to obtain permanent residence based on their ability to meet local economic needs.

Most provinces seek skilled foreign workers who can contribute to economic growth and are willing to settle in that province. The general requirements are:

  • Job offer from a registered employer in the province
  • Educational credentials
  • Relevant work experience in in-demand occupations under the National Occupational Classification (NOC) based on the Training, Education, Experience, and Responsibilities (TEER) categories required by the province
  • Language proficiency in English or French
  • Close relatives in the province
  • Ability to adapt to life in the province

Express Entry is the primary system established by the Federal Government for permanent residence applications, while PNP programs are managed by individual provinces. PNPs provide one of the easiest pathways to permanent residence in Canada.

Express Entry offers faster processing times but has a more stringent process, requiring a high Comprehensive Ranking System (CRS) score. In contrast, PNPs focus more on the applicant’s skills and occupation before issuing a nomination letter.

You can use the PNP pathway if you need additional points under Express Entry, for example, for language skills or sufficient education. While Express Entry is more competitive, PNPs provide a more flexible route to Canadian immigration, especially for applicants who may not meet all the requirements for Express Entry.

No, provincial nomination does not guarantee Canada PR. The IRCC must be convinced that a candidate nominated by a province meets health and security requirements. They will verify the authenticity of the documents before issuing a visa for Canadian immigration.

The application under the PNP is first submitted to the appropriate provincial government office, and once the nomination is approved, it is followed by an online application to the federal Canada immigration authority. Even after receiving a provincial nomination, the federal government will assess the application before granting permanent residence.

Candidates can enter the Express Entry pool first and then receive a nomination from a province or territory. Alternatively, they can apply for nomination before creating their Express Entry profile and entering the pool.

Candidates in the Express Entry pool who receive a provincial nomination are awarded an additional 600 points under the Comprehensive Ranking System (CRS) out of 1,200. These extra points, when combined with a candidate’s human capital and skills transferability points, significantly increase their chances of receiving an Invitation to Apply (ITA) for permanent residence in a subsequent draw from the Express Entry pool.

Thus, a provincial nomination offers a major advantage, boosting a candidate’s CRS score and improving their chances of obtaining PR through Express Entry.

A candidate generally needs a minimum CRS score of 67 out of 100 to enter the Express Entry pool and become eligible for a PNP. Language test results play a key role in improving your CRS score.

The ideal language requirement is a Canadian Language Benchmark (CLB) 7, which is equivalent to an IELTS band 6 in all four language abilities (Listening, Speaking, Writing, and Reading).
